By providing a draft, a standard can ensure that adopters are aware of what they are expected to commit to at the start of the process, and by providing a path of least resistance to a high bar of adoption, a standard organisation can ensure that there is less risk of implementers crafting their own, lower, commitment to adoption. ## Prioritisation Factors - If a standard requires a relatively high level of commitment to be useful - If a standard is targeting public sector organisations that are keen to formally launch commitments - If a very early-stage standard requires commitment in principle before development begins
